      Job Description:  
      PURPOSE: Apply technical and programmatic solutions to complex problems 
in support of DOE/NNSA's First Responder Program. This program manages the 
preparedness of 10 radiological response teams around the country, and as such, 
requires tracking of: 1) Training and exercise schedules, 2) budget, 3) 
Equipment and personnel readiness, and 4) policy and procedures. The person 
filling this position supports each of the four areas and provides DOE/NNSA 
overall milestone tracking for the program.
       
      ESSENTIAL JOB FUNCTIONS:
       
      Develop and maintain a system for managing key milestones for the First 
Responder Program. Includes proficiency with MS Office tools.
       
      Facilitate completion of key projects for the First Responder program 
including; Mission Analysis, Program Reviews, Outreach Briefings, and other 
projects as designated by the First responder Program Manager.
       
      Review, synchronize, and de conflict emergency response plans for the 
First Responder Program and ensure their consistency with existing department 
and interagency plans.
       
      Track and manage equipment readiness for the first responder community 
using the Asset Readiness Management System (ARMS).  This includes auditing and 
refining the Headquarters' requirements to ensure they are consistent with the 
First Responder mission.
       
      Track and manage personnel readiness (including training) using the Asset 
Readiness Management System. This includes auditing and refining Headquarters' 
requirements to ensure they are consistent with the First Responder mission.
       
      Track funding and milestones for cooperative programs between DOE and the 
Domestic Nuclear Detection Office including Securing the Cities and the Mobile 
Detection Deployment Program.
       
      Represent the First Responder Program in exercise design meetings. Ensure 
First Responder objectives are achieved through proper exercise design.
     
        
      Job Qualifications:  
      Bachelor's degree in National Security, Government or International 
Affairs or related discipline and 9 - 12 years of job-related experience or 
equivalent combination of relevant education and experience. Must be familiar 
with radiological response in both crisis response and consequence management. 
Must be able to make sound judgments and provide advice under pressure with 
consideration to technical, tactical, and political risks. Must be able to 
communicate clearly, confidently, and credibly.  Must be able to brief and 
write at a senior executive level in the Federal or State Government. 
Proficiency with Microsoft Office and strong project management skills are 
required. DOE "Q" Clearance desired.
