Typically you won't get an offer until the contracting company has a client
who agrees to take you on. They will present your resume as if you are their
employee, then and if the client agrees to your engagement they'll hire you.
In this economy few companies are willing to hire directly to the bench in
the hopes of placing you, but a few will - especially if you have a hot
skill.
Speaking of the bench, many small contractors don't have a bench at all. If
you get an interview I think inquiring about their bench policy is a very
reasonable question. No bench means you're on the street immediately when
the assignment ends, and they all end eventually, and not always when
scheduled to do so. Also, note that every job is described as "X months in
duration BUT THIS CLIENT ALMOST ALWAYS EXTENDS". Take it with a grain of
salt.
Finally, I wouldn't let anyone submit my resume unless I know where its
going. Otherwise you may end up being submitted by multiple companies for a
single position. I don't that situation helps your cause -- but that's just
my opinion.
