The federal unemployment extension program is currently expired.
Periodically the program gets reconsidered & debated by congress.  

There are a few circumstances when someone can requalify for STATE
unemployment benefits.  It's way too complicated for me to explain - but
I think it's for workers that have either (1) had some work AFTER
becoming unemployed or (2) had earlier wages from a second employer that
were not used to establish elgibility for your original unemployment
benefits.  If you think you might fit one of those situations, you might
want to contact your state unemployment office.

Attached is a Web Link to the Ohio State Law regarding the Unemployment

check 
Kentucky, but I just had a friend that tried to reapply for unemployment
from 
Kentucky and they did not have the 13 week extension.
