PROMOTION POTENTIAL: The full performance level of this position is GS-14.

PERMANENT CHANGE OF STATION (PCS): Reimbursement of standard relocation 
expenses
for PCS may be paid (pending budgetary constraints) in accordance with 
applicable

Federal Travel Regulations (FTR).

WORK SCHEDULE: This is a full-time, permanent position in the Excepted 
Service.

CONDITIONS OF EMPLOYMENT:

*Incumbent must be able to obtain and maintain a Q Security Clearance.

DUTIES: The U.S. Department of Energy (DOE), EM Consolidated Business Center 
is
seeking a highly experienced and motivated individual to fill its General
Attorney
position to perform a variety of legal duties relative to cases or legal 
issues
in
several areas of law including: labor relations; employment and personnel; 
EEO;
FOIA and Privacy Act; real, personal and intellectual property; 
appropriations;
litigation; ethics; fiscal; and adminstrative. Cases are characterized by
extremely complex and difficult legal or factual issues requiring a high 
order of

legal endeavor with the incumbent often having to balance conflicting 
interests;
matters that can have the effect of substantially broadening or restricting 
the
activities of an agency or have an important impact on a major industry 
whose
economic position affects the health and stability of the general economy; 
or the

matter involves, directly or indirectly, very large sums of money and is
frequently vigorously contested by extremely capable legal talent. The 
incumbent
may act as the primary legal counsel to a significant operating program or 
in
adversarial proceedings where legal questions posed are of an extremely 
complex
nature.

QUALIFICATION REQUIREMENTS:

All qualification and legal requirements, including time in grade, must be 
met

Basic Requirements:

Education: Must have successfully completed a full course of study in a 
school of

law accredited by the American Bar Association leading to a professional law
degree - LLB, LLM or JD.

Bar Membership: Must currently be a member in good standing of the Bar of a
state,
territory of the United States, District of Columbia, or Commonwealth of 
Puerto
Rico.

Experience: Must have one or more years of professional legal experience,
acquired
after being admitted to the bar, equivalent to the duties and 
responsibilities of

this position (that is, experience providing legal services and counsel in
different areas of law, such as: labor relations; employment and personnel; 
EEO;
FOIA and Privacy Act; real, personal and intellectual property; 
appropriations;
litigation; ethics; fiscal; and adminstrative.
