The implementation specialist is responsible to plan, organize, and manage complex Environmental Safety and Health activities as they relate to implementation development and compliance with 10 CFR 851 Worker Safety & Health. Additional requirements are as follows: . Manage activities of assigned personnel including leading and organizing support teams of personnel and contractors. . Evaluate, recommend and develop policies and procedures to assure awareness of and compliance with 10 CFR 851 requirements. . Promote communication programs to enhance and encourage employee awareness of 10 CFR 851 requirements and develop and provide basic 10 CFR 851 training to managers and employees. . Review and incorporate 10 CFR 851 standards promulgated by regulatory authorities and references. . Coordinate audits of 10 CFR 851 programs to identify and control significant loss producing exposure. . Develop performance standards and objectives and measure progress toward these goals. . Provide monthly, quarterly and annual reports as required by Integrated Safety Management Systems (ISMS) manager. . Assist the Environmental Safety, Security and Health and ISMS manager in organizing projects and task work scopes as well as selecting individuals most qualified for assignment to support 10 CFR 851 implementation. . Manage 10 CFR 851 activities of staff and subcontractors. Bachelor of Science in Engineering, Industrial Hygiene or Safety plus ten years applicable experience or eighteen years of directly applicable experience. Demonstrated ability to develop and implement programs in compliance with complex federal requirements. Ten years experience applying advanced project skills in a DOE, nuclear, waste handling, chemical processing or construction environment where ISMS has been implemented. Excellent people skills, communication skills, computer skills and proven technical writing skills. Must have a working knowledge of the DOE Orders, 29 CFR 1910 and 26and other DOE, State, and local regulations identified throughout 10 CFR 851.
