About the Bank:  The Federal Home Loan Bank of Cincinnati is one of twelve 
District  Banks in the Federal Home 
Loan Bank System created by Congress in 1932.  Our principle mission is to help 
house America by providing member institutions with an alternative, competitive 
source of housing finance.  Member financial institutions are eligible to 
participate in a variety of customized services and affordable housing 
programs.  The District Banks are privately owned and operated corporations 
sponsored by the government, but not owned by the government.  The District 
Banks do not rely on a single tax dollar to support operations.  Each District 
Bank maintains its own management, staff and board of directors. 

The Federal Home Loan Bank of Cincinnati, a $81+ billion regional credit bank, 
serves financial institutions in Kentucky, Ohio and Tennessee.  In order to 
access our credit services, a financial institution must first be approved for 
membership in the Bank and purchase stock in the Bank.  Thrift institutions, 
commercial banks, credit unions and insurance companies are eligible for 
membership and services.  The Bank makes loans called "advances" and provides 
other banking services to these institutions to assist them in managing their 
financial operations and in building stronger communities throughout our 
district.

Program Analyst

Responsibilities:   This position assists management by participating in the 
administration of the disbursement of Affordable Housing Program (AHP) and 
Community Investment Cash Advance funds.  Reviews information submitted by 
members and their partner sponsors.  Analyzes and compares information with 
original approved application and program standards to determine need for 
subsidy.  Investigates all discrepancies and consults with members and 
sponsors, appropriate Housing and Community Investment Department (HCI) staff, 
and other authorities to resolve issues or to recommend the denial of funding.  
Assures that the disbursements of funds are accurate, timely and documented and 
that exceptions are investigated, rectified and documented.  Assists with AHP 
application and review process.  Updates and maintains various department 
information and numerical databases.

Qualifications:  Knowledge at a level normally acquired through completion of 
an Associate's degree in accounting or related field, plus 3 to 5  years of 
related experience as a housing program analyst, loan underwriter, loan 
originator/processor or housing manager are required.  Knowledge of Microsoft 
Word, Excel, Access and PowerPoint, plus strong oral, written and communication 
skills are necessary.  Knowledge of federal, state and local housing programs 
and regulations preferred. 

Working Conditions:  Normal working hours for this position are Monday through 
Friday from 8:30 a.m. 
to 5:00 p.m.  This position requires flexibility to meet scheduled deadlines.
