Job Title                                 Finance Director 

 

Reports to:                             Executive Director

 

General Responsibilities:      Responsible for all financial support
services, including Financial Management and Purchasing.  Supervision of the
Finance Department and other assigned staff.  Ensure Fiscal compliance in
accordance with Federal, state and local requirements and NKCAC polices.

 

Specific Responsibilities:

 

*       Develop and oversee fiscal policies and procedures for the Agency.
*       Supply the Executive Director, appropriate management staff and the
Finance Committee of the Board of Directors with clear, complete and concise
monthly financial reports.  
*       Participate in meetings with the Executive Director, Board of
Directors Finance Committee, and appropriate staff to review finance reports
to review budgets and expenses monitor spending and to assure contract
compliance.
*       Coordinate, manage and oversee the Agency's year single audit and
assist with other audits by funding sources as deemed necessary.
*       Prepare an indirect cost allocation plan applicable for the entire
Agency and separate allocations for direct expenses common multiple programs
(i.e. rents, utilities, insurance, copier maintenance).
*       Ensure fiscal compliance with all grant administrative and financial
requirements, and purchases are allowable in accordance with OMB and Federal
regulations.
*       Act as the financial liaison with all Agency funders.
*       Oversee that the Agency's financial books are properly closed at the
end of each month and the year-end financial statements are completed.
*       Maintain the Agency's Chart of Accounts including the accounting
structures for grants.
*       Maintain and evaluate the Agency's relationship with its financial
institutions.
*       Complete required financial reports in compliance with funding
sources requirements.
*       Oversee and coordinate the annual Agency budget process.  Assist
program directors with preparing and monitoring program budgets and grant
budgets.
*       Assist with the preparation of proposals and budget development for
grant applicants and contract renewals.
*       Review, evaluate, and propose policies and operational procedures
for the Finance Department to ensure compliance with Federal requirements.
This includes at least annually reviewing the Agency's fiscal policy.
*       In coordination with the Human Resources Department and Executive
Director assist in the evaluation of the Agency's insurance and risk
management.
*       Authorize/review the processing of payrolls, accounts payable, cash
receipts, and other functions completed by the Finance Department staff.
*       Ensure that the financial/accounting electronic systems are
up-to-date and data is adequately backed-up.
*       Provide financial information/guidance to the Executive Director
concerning major fanatical decisions or as requested.
*       Maintain a listing of Agency owned fixed assets and complete fixed
asset inventories that are in compliance with at a minimum Federal
regulations.
*       Coordinate and supervise special projects as assigned by the
Executive Director
*       Perform other related duties as assigned.

Qualifications:

 

*        Bachelor's degree in accounting, finance or related field;
Certified Public Accountant or Master's Degree with equivalent experience,
preferred.

*        Five+ years of accounting experience with increasing
responsibilities of experience

*        Knowledge of non-profit accounting, fixed assets, fund accounting,
Federal grant and audit requirements and regulations

*        Previous supervisory/management experience

*        Familiarity with OMB and A-122

*        Experience with GMS and SAGE-MIP preferred

*        Well versed in electronic data processing, particularly
spreadsheets and ability to oversee update and manage an electronic
accounting software package.

*        Excellent written and verbal communication skills, analytical
skills, and human relation skills. 

*        Ability to relate to persons of various socio-economic backgrounds.
