Bill,
Based on my past experiences, there are slightly different procedures
depending on the specific agency you are applying to and the specific
classification of the position you are applying for. For one example, civic
service positions requiring testing and/or mandated experience/education
used to have a multi-step process that is not always the same. Exempt
positions are often different too. One key as I understand it is to make
sure you include the job number assigned to each posting. Also, each posting
should have a name and number of the primary contact person that allows you
to call and ask specific questions related to the specific position you are
interested in.
The web site below is the USA Jobs Site...a sort of a one stop information
center containing more than you will ever want to know about Federal
Employment. I have not looked at it in a while in depth but it does have a
Frequently Asked Questions section as well as several contacts you can
communicate with.

Does anyone out there have any knowledge of or experience in how to apply
for a federal job, for example: is it necessary to send a cover letter with
a resume to a government agency, etc.? I have been applying for some of
these jobs and the instructions say to send a resume to such and such
address, but it doesn't say how I should indicate what job I am applying for
either by including a cover Ietter or whatever. I know that the instructions
on "How to Apply" are always given in the job announcements, but they are
not always clear on every detail, such as whether a cover letter is needed.
