Under direction of administrator, serves as specialist with
comprehensive
knowledge in engineering technology as it relates to the design,
construction and operation of major utility facilities: conducts
technical
engineering evaluation and provides technical information and assistance
regarding power siting matters and the design, construction and
operation of
major utility facilities to Ohio's public and private sectors, including
the
Ohio Power Siting Board, Public Utilities Commission of Ohio, Ohio
Department of Natural Resources, Ohio Department of Development, Ohio
Environmental Protection Agency, Ohio Department of Agriculture, Ohio
Department of Health and Ohio's regulated electric and gas utilities;
plans
and coordinates engineering technology investigations and evaluation
activities, and makes recommendations concerning applications for
construction, operation, and maintenance of new major utility facilities
(e.g., generation and cogeneration facilities, electric an
d gas transmission lines); coordinates with Ohio industries, utilities,
and
other private and public sector entities regarding energy and siting
specialty subject areas (e.g., understanding state and federal
environmental
and siting regulations); implements Ohio Power Siting Board policies and
directives with guidance from administrative supervisor; monitors issues
and
reports information and developments to Ohio Power Siting Board and
other
state department and agencies; maintains files in hard copy and on
computer
regarding technical and/or statistical studies and information; performs
mathematical calculation and analysis by hand or uses a calculator or
computer; prepares hand drawn and computer generated charts and graphs;
and,
trains lower level analysts in engineering technology principles as they
relate to the siting of major utility facilities.
Prepares and presents written or oral expert testimony during hearings
of
the Public Utilities Commission and the Ohio Power Siting Board on
engineering technology issues about the design, construction and
operation
of major utility facilities; prepares and presents written and oral
reports
to professional or industry groups; prepares written and/or verbal
responses
to telephone and/or mail inquiries or requests for information from
state,
federal, or public utility officials, or general public (e.g., assembles
information in a logical manner, writes letters responding to request);
assists Attorney General staff in understanding and evaluating
engineering
related aspects of power siting matters; and, participates in
negotiations
with utility companies, consumer groups, other state and federal
regulatory
agencies, and industry representatives.
Monitors construction of major utility facilities to assure compliance
with
Certificate issued by Ohio Power Siting Board: conducts field
investigations, which may require several continuous hours of traversing
uneven terrain under varying weather conditions; researches and monitors
all
aspects of major utility facility construction activity; coordinates
investigations with other state departments and agencies (e.g. Ohio
Environmental Protection Agency, Ohio Department of Natural Resources,
Health, Development, Agriculture); and, conducts research on
technological
issues related to Ohio energy resources.
Compiles, maintains and disseminates data and statistics using computer
system as directed by administrator and/or the Ohio Power Siting Board;
assists with preparation of Ohio Power Siting Board annual report;
assists
with preparation of agendas for Ohio Power Siting Board meetings;
informs
PUCO Media Liaison of need for news releases and public notices
concerning
Power Siting hearings; and, assists staff in research on project basis
as
assigned by administrator.
Assists in other Divisional or Departmental utility regulatory
activities on
a project basis, by application of expertise from primary area of
responsibility and by gaining and applying expertise applicable to the
specific project (e.g., analyzes federal or state environmental laws and
rules, conducts analysis and review necessary for the administration of
the
Ohio Biomass Energy Program, monitors emission allowance markets,
monitors
transmission entity development, assists in energy emergencies and Fuel
Source Advisory Council activities, conducts investigations of utility
facilities and technologies, conducts analysis in conjunction with
utility
fuel cost recovery proceedings, participates in negotiations on siting
and
environmental matters and other gas and electric issues, etc.); responds
to
complaints from the general public regarding service provided by
electric,
gas, telephone, water, and wastewater utilities by investigating the
factual
basis for the complaint, provid
ing mediation between the utility and the customer, and preparing
written
and/or oral response to customer following appropriate agency procedures
and
protocols for handling such complaints; performs clerical tasks related
to
the position (e.g., faxing, copying, errands, mail, filing documents,
typing, answering phones, labeling files, sorting correspondence, etc.).

experience
involving combination of following: PUCO operations, programs & policies
affecting regulation of utility or transportation companies, state &
federal
laws, regulations & procedures governing utility or transportation
company
operations, competitive programs & alternative regulations, rate &/or
tariff
structure, financing & securities or economics applied to utility or
transportation companies, utility or transportation regulatory
processing &
case hearing proceedings, cost recovery & cost adjustment methods &
procedures, enforcement of customer service standards, statistical,
mathematical or analytical methods used in form
ulating & solving problems or in decision making, developing &
conducting
research studies, customer preference surveys &/or investigations of
enforcement, scientific, technical or legal nature involving issues of
utility or transportation regulation or alternative regulation or
competitive markets.
