I think most of those jobs have the statement:

"Must be a Hamilton County resident at the time of appointment."

So you can live outside of Cincinnati as long as you are in Hamilton county.  
And you will note the proviso of "at the time of appointment".  Which means 
that if you really want the job you can arrange with them to move into the 
county the day before you start the job.
