Survey paints rosier job picture for Cincinnati

   Manpower Inc.'s quarterly employment survey is forecasting a much better
   hiring picture for Cincinnati in the second quarter, reversing two
   quarters of sluggish growth.

   According to Manpower, 40 percent of Cincinnati employers surveyed plan
   to add personnel this spring, while only 7 percent are planning to cut
   staff. The remaining 13 percent have not decided on their staffing
   needs. Hiring is expected to be brisk in the construction, nondurable
   goods manufacturing, wholesale/retail trade, education and
   finance/insurance/real estate industries. Last quarter, 13 percent of
   Cincinnati employers planned staff additions and 13 percent planned
   reductions.

   Elsewhere in the Tri-State, the second-quarter hiring outlook is mixed.

   In Florence, 23 percent of employers surveyed plan to hire more
   employees, 3 percent expect layoffs and 67 percent will maintain current
   employment levels. Seven percent have not finalized their plans. This is
   an improvement in the outlook in Florence last quarter, when 30 percent
   planned to add staff and 23 percent planned to cut employment levels.
   The best employment opportunities in Florence appear to be in
   construction, nondurable goods manufacturing and finance/insurance/real
   estate.

   In Warren County, 20 percent of employers surveyed plan to add
   personnel, 13 percent expect to cut staff, 64 percent will keep levels
   the same and 3 percent haven't finalized plans. This is about the same
   from last quarter, when 23 percent planned work-force additions and 13
   percent expected to make layoffs. Hiring in Warren County will most
   likely be in the nondurable goods manufacturing, transportation/public
   utilities and public administration markets, according to the survey.

   Hamilton/Fairfield is expected to see a continuation of a soft labor
   market, according to the survey. Of employers surveyed, 3 percent expect
   to hire more staff, 7 percent expect cutbacks and 90 percent will keep
   levels the same. The market appears to have declined from last quarter,
   when 17 percent of Hamilton employers planned to add staff and 3 percent
   expected reductions. Hiring is most likely in the service industry, the
   survey said.

   Finally, Middletown employers are expecting a healthy job market in the
   second quarter. Of those surveyed, 20 percent intend to add jobs, no
   employers are expecting cutbacks and 53 percent plan to stay with
   current levels. The remaining 27 percent haven't finalized plans. Hiring
   is expected to occur in durable and nondurable goods manufacturing,
   wholesale/retail trade and education.

   Manpower said that nationally, 22 percent of employers surveyed intend
   to add staff, 9 percent will make cutbacks, 63 percent will keep levels
   the same and 6 percent haven't finalized second-quarter plans.

   The quarterly Employment Outlook Survey is based on telephone interviews
   with 16,000 public and private U.S. employers in 468 U.S. markets.
