hi to append to your note turning on the display of the play list editor
or other windows of winamp does not mean it has focus it means that it
is now being displayed.  so turning windows on and off should not be a
means of bringing windows in to focus.  the jaws window list feature
does a nice job of doing this as well as sycaling threw the windows with
control tab. 
the only exception to this about using the window command to turn it on
and off that i have found that always works is the library feature.  alt
l will always give that window focus and alt l will of course make it go
away.

Sometimes after opening the playlist editor, the window is not on top.
Press CTRL+Tab to switch to the Playlist editor window.  Hopefully this
will do the trick for you.

OK, I have the pro version of 
WINAMP 5.094
and for some reason I cant seem to get jaws to read files in the play
list editor. Is there a setting I must change to get jaws to read?
