There is a tsb on the FS knowledgebase re vista speech anomalies
involving eloquence.  They recommend, as the only solution, downloading
the eloquence from jfw 8 and installing it, but then the automatic
update feature of jfw 9 will stop working, and the performance of Vista
will be impacted.
