MessageBetsy, That wasn't the problem, as I tried that several times. Given
that I've now discovered that I can assign the shortcut while using narrator
and not while using jaws I'm convinced it must be a jaws problem.

I believe Rick is correct--it's a shortcut problem. You have to delete the
old shortcut before you can reassign that alt-control-combo.--Betsey Doane

I disagree, JAWS has absolutely nothing to do with properties on a desktop
icon. That is either a MS issue or someone hasn't cleared the contro+Alt+j
shortcut from another icon on the desktop.
We can't blame every single issue to JAWS.
