treat, and I now have the shortcut key I wanted all along ctrl+shift+j.

Alex,

Try unloading JAWS 8 with Insert + F4 and using narrator with Windows key +
U  and see if you can change the properties successfully.  If you can then
JAWS has something to do with it.  IF not then its something else.

number of times I've had to explain that I've checked all the desktop icons
to make sure nothing has the keystroke assigned to it.  I've also used
shortcut detective from the jfwlite website to determine that there is no
shortcut on my system that has the ctrl+shift+j keystroke assigned to it.

   I disagree,  JAWS has absolutely nothing to do with properties on a
desktop icon.  That is either a MS issue or someone hasn't cleared the
contro+Alt+j shortcut from another icon on the desktop.

   We can't blame every single issue to JAWS.
