I would expect that if you're not being prompted for a password. It's just loading near the end of all the "stuff". Don't know if you can move its relative position in the chain. That might be something that requires looking through the registrar. I have a 2.4 G laptop and I know that the prompt for the network password is on the screen 30 to 40 seconds before JAWS starts speaking. Don't know of any way to speed it up.
