speech and sounds manager is simple but there are a lot of choices to make 
or to choose from among.  You must look through it and figure out what yu 
want to do.  It is not hard to do any of it and you must also choose the app 
you intend to work with.  Choose default if you wish by opening the default 
configuration manager and choosing speech and sounds manager and opening it 
up, click edit scheme button and press space, the first tab is the general 
tab and you can leave the description the way it is, ctrl+tab to the other 
pages and look through the options and things you can ghance and decide what 
to change.  If you want to change the way a slider sounds for instance, go 
to the bottom of the list on the first page and then tab to the group of 
four radio buttons and select the one you want the bahavior for.  Play sound 
is at the bottom, and for that, you must choose a wav file with the next 
button in tab order.  Once yu are done with the settings, click ok and ok 
again if need be, close and save.

for setting the sounds  manager to put a sound on to let's say
something useful.
