sending attachments using windows mail in vista

hi there, I can't send attachments using windows mail in vista, I get a 
message about outlook being launched, can anyone tell me how I achieve this?
Also in vista I am required to give permission as an administrator to 
install programs can some one tell me where the relevant check box is to 
turn this feature off?
