Hi,

 

When a balloon comes up, I go to the task tray and when I arrow down it
reads the spoken message about the balloon and I just press enter or if I
want it to go away, from the tray, I tab to cancel and and press enter

The balloons come up in the task list for me. I don't need a script. It's 
been this way since 6.
