Where are you experiencing this problem? Please be as specific as possible.

Are you saying that you arrow up and down thru a document and certain lines 
repeat themselves?

 Is jaws saying "blank" when it encounters a blank line while arrowing up and 
down, doing a say all, or what?

Try and give us some more information so that we may help you with your problem.
