netgear and Jaws 8

Heya folks,
Ive had this netgear modem router for a few months now and am happy with it
the only bug bear so to speak is if my ISP is down or on startup I cannot
seem to connect to the internet Jaws 8 doesn't seem to talk at all, though
by loading NVDA Jaws is loaded just no speech. Once I connect though Jaws
starts talking again, does anyone know why? how I can get Jaws to talk in an
offline/unable to connect to my network environment?
