OnMouseOver is an HTML attribute. It is very similar to a link, except
that instead of having to click the mouse a mouse user simply moves the
mouse over it. As JAWS for windows users, when you are over an
OnMouseOver, press CTRL+Enter to move the mouse pointer over it.

To turn off the announcing of OnMouseOver, you need to go into the
Speech and Sounds manager from Configuration manager, Edit the scheme,
CTRL+Tab to the HTML tab page, and down arrow till you ear OnMouseOver.
Tab to the Radio Buttons and set them to Off. Press Enter.
