Only some version of Outlook Web Access (OWA) as it's officially known are accessible. Only 2003, and only then if the user chooses "basic" from the login screen before loggin in. Given those conditions, it's usable, but as someone else pointed out, not exactly fast. I've used it here (once we got 2003), but only for basic email, not for all of outlook's functionality.
