What little I used a web based email took more time than it was worth.
Yes, it may be accessible in a fashion, but not intuitive and it is
extremely time consuming.
In my opinion, if it matters to your company to use employee's time
productively, I would vote against it.
One thing I did when working for one of my company's clients that had me
set up with a mail address at their site was to set up a rule and I
forwarded everything over from there Group Wise web based email to my
company's Outlook account.  Maybe you can work out something like this
for your visually impaired employees.

Hi.  I am the administrator of a windows 2003 system running exchange
2003. 
I also use jaws.  A consultant has recommended that we install Microsoft

share point services and begin using web outlook.  I have seen a few 
messages on this list indicating that some people have experienced
problems 
accessing them using jaws.  I need to make sure our systems are fully 
accessible to other employees that use jaws and/or zoom text.
I would appreciate any information or experiences that you may have had 
using jaws with share point or web outlook.
