Darn, you're right! Sorry. I love that feature, too, especially since I have
some hearing loss and sometimes need to be sure which of two consonants Jaws is
saying as I spell something out.
Well, back to you. Hope someone can help with this.

Are you sure you mean phonetically? Don't you just mean spelling things out,
character by character? Because if you really are talking about having things
spelled phonetically for you, there's a way to set that in the Configuration
manager, and someone else here can probably direct you where to find that
specific setting.
but if you just mean the default way that Jaws spells out a word when you
press Insert 5 as you describe, Insert 5,5, then that isn't phonetic.
Just to get straight what it is that you're after.

phonetically in any application. I'm pressing numpad 5 twice quickly like I
