Yes,
That means that the sighted person just put a picture of a page onto the PDF 
document, not actual text.
To fix this problem you need to use a OCR program like Open book or Kurzweil to 
translate that picture into text.

Hi,

Does anyone know why jaws says empty document for some pdf files? Anyone with 
sight can see something on screen but jaws says empty document. Any idea?
