Using the Merge Utility

If JAWS 5.0 or later is installed on your computer, you can use the
Merge Utility to import your settings. This utility imports all of your
configuration
(.jcf) files, dictionary (.jdf) files, graphics (.jgf) files, schemes,
sounds, PlaceMarkers, personalized Web settings, and voice settings from
a previous
version of JAWS. Any script files you created that are not already
included with JAWS are also imported. This allows you to retain many of
your customized
settings when you upgrade to a later version.
So in other words the merge utility is not going to work with jaws 3.x
