Jaws needs a command that lets it shutup untill you issue another reading or typing command. JAWS interruptability takes care of that. It's following the page download progress bar and does a pretty good job of it. But then, if you don't like it, you can turn it off. You can rely on the Insert Page Down to tell you when the page is fully loaded.
