i remember this issue going on when windows xp first came out.
It had to do with a creative labs sound blaster card and eloquence speech 
not geting along with each other.  Freedom Scientific, in their infinite 
wisdom *insert sarcasm here* recommended installing the gateway drivers. it 
fixed the crackling problem but also disabled some features of the card 
some people may find useful like audio environments like adding echo and 
such.  But since then, there is a sound card driver that can be updated 
from the creative labs soundblaster.com website, that should fix this 
problem, if it's what i think it is.
