Hi:
If it is an image file then the only way of doing this is with an OCR program
like Open Book, Kurzwiel, Fine Reader or Omni Paige.
If you have a scanner usually some sort of striped down OCR program will come
with it that should do the trick.

I use a program called easy pdf to html converter and also easy pdf to word
converter
Note: these programs are not free and after some time you have to purchase them.

very accessible and jaws friendly.
but, maybe some of the others can help you in getting a free pdf converter
or if you have adobe acrobat, you could try opening the document and saving a
copy as a text document.
