I tried the /repair option after the latest archive file name, and it does the same, aborts after saying a current version is already installed.

Are they meant to be a workaround of some sort? If so, a workaround to avoid what sort of obstacle? Are you just presupposing that the person doesn't know anything about the very file they already have used to install the program, doesn't know where it is, and that's why all this?
