Here is another way to shutdown your computer even if jaws isn't speaking.
press and release the windows key. then press the letter u twice.
or if you want to reboot, pres u then r.

keyboard commands that works for me, when JAWS is speaking.  At least it works 
on a windows xp system using JAWS.
  As far as I know there is no hotkey command that can be created that will 
shut down the computer.  In the past when JAWS quits speaking, I have had to 
resort to the pressing the power button for a ten second count to shut down the 
computer also, so I do not know if this sequence of keyboard commands will work 
for you when JAWS is no longer speaking, but it should.
  To shutdown the computer the sequence of keyboard commands are:
  1.  windows key+m  (minimizes all running applications) and places you on the 
desktop.
  2.  alt+F4,u  (computer shutdown command)

    can anyone suggest a way to have a hotkey created that will enable me to 
press and have the pc shutdown instead of going through the start menu?

    this is mainly for when jaws stopped speaking and i have no other way to 
shut down except for pulling the power supply.
