I don't know if this will work for you or not, but there is a sequence of two keyboard commands that works for me, when JAWS is speaking. At least it works on a windows xp system using JAWS. As far as I know there is no hotkey command that can be created that will shut down the computer. In the past when JAWS quits speaking, I have had to resort to the pressing the power button for a ten second count to shut down the computer also, so I do not know if this sequence of keyboard commands will work for you when JAWS is no longer speaking, but it should.
