I don't know about a shortcut, but you can turn it off through 
configuration manager, html options, control tab to misc as in 
miscellaneous and tab to a checkbox for Ignore Flash on Web Pages .

I had a look at  the "Notification area Hide inactive icons" checkbox 
and it
is not checked.

I think for sighted users there is a cross or something on which they 
click
to show the full list of items of the system tray.

Any other suggestions?

Try opening the Start menu, going into the Settings submenu and choosing
TaskBar and Start menu. This will open a dialogue; Tab to the

If there are too many icons in the system tray, then this collapses
   and some icons are not visible there any more, they are only back
   when one clicks on an arrow to show all the icons again. I have,
   however, no idea how to use this with JAWS.
