flash question with jfw

MessageHi all:
I am using jaws 8.0 and internet explorer 7 on windows xp home.  I notice that 
on many web pages when I am pressing b to move from button to button I 
encounter a lot of these inactive control buttons.  Is this a jaws issue 
internet explorer issue or a flash issue?
