when you get that message press alt N for the information bar. Then press the space bar. You should get a context menu and allow active X control to run should be on it. Enter on that. It might be worded slightly different I don't remember exactly. It sounds like you might have recently installed service pace 2. The information bar is a new security feature that has been added to windows. It's not an error. Usually you will hear a little bleep noise when you have an information bar that requires some attention.
