   I know the law says a lot and the statute books are full,but in 
practice,well I had reason to telephone the Human rights and resources office 
in Manchester yesterday, and was lucky to get a very knowledgeable man,who 
remembered the conciliation arm going into receivership in 2006, I had a clever 
friend then who o wanted to use jaws to take a very high grade ccisco 
examination he had no help even then in spite of the latif case which some of 
you may know, person I spoke to said,the cuts being made will mean   "we will 
not be able even to give a helpline service,the drc helpline will close"our own 
jobs are on the line, huge cuts mean what? exactly need I say more? I had an 
email from a professor in Manchester Isaac porat, brilliant man,taking early 
retirement, yes he uses jaws,next moment on news was news that thousands of 
local council staff are to be cut in Manchester, , we in Kent are holding our 
breath for news about ours, in times like this the cuts will most of all hurt 
the blind poor and disabled  and the law ?well it is there if you are rich 
enough to engage a solicitor yourself,sorry but i am  really sad about many
