Why another screen reader allowed this with out changing windows in any
way.

ok I must be clearer here. I do not wish to change the jaws key from the
ensert key to anything else.  I want to be able to assign commands to
the capslock key in a programs ekymap file.  so I want to use the
capslock like any other prefix key.  thanks.
