I explored this topic in 2001 and found a program called Express Assist,
which I use. It can be found at:

It is mostly accessible, although the JAWS cursor needs to be used in
certain portions. It backs up all folders, message rules, blocked
senders,the address book, and Internet Explorer favorites. It places it all
in a proprietary file. the program is needed to extract the file and select
which items to replace. since I started using it other solutions have been
developed by others that do the same thing. some of these are free and
others are shareware. I don't know about their accessibility but this works
for me and I continue to use it.

other folders in outlook express including deleted items folder and
