Marvin, your explanation and steps are good. Everyone should know the menu 
method of navigation and completion of a task. Now, with that said, here is the 
shortcut key. 
Select the text to be bulleted.
Press ctrl + shift + L to bullet that text.
Unhighlight the text.
That's the end.

    a.. Select your text.
    b.. Pull up the menu, go to format, and select bullets and numbering and
  press enter.
    c.. You should open on the bulleting page.  Use control tab to get to the
  bulleting page if you are not already there.
    d.. Tab once.  You will hear none.  Use the down arrow to select the
  second choice.
    e.. Use the right arrow key to move to a sub-menu.  You may now use the up
  and down arrow keys to select the type of bulleting that you want.  Press
  the space bar to select.
    f.. Tab twice to OK and press enter.


  You are done.

  Ann's textbook.
