I have that problem sometimes too. I find if you just wait a while, it does eventually come up but it's just a matter of waiting for it to come up. I get that mostly when opening the configuration manager.

So if I alt+tab then I am in the dictionary manager, this is somewhat annoying although it happens only sometimes. Can anyone explain why this happens?
