No it's not. It does have quite a few new features comparable to Outlooks email 
features unlike Outlook Express and you certainly don't need Hotmail for it.

I'm having some problem there ,when I clicked on the website to download window 
live mail it wouldn't download in my computer it's just sitted there doing 
nothing and I don't know the problem . I'm using jaws 8.2 and have window xp. 
Is this window live mail outlook express for hotmail?

      I just received a message from Microsoft concerning the phasing out of 
hotmail access via Outlook Express, and their suggestion to download the 
Windows Live Mail email client for accessing Hotmail.
