Subject: What Makes A Link Mousable Only?

Hi all on the JAWS list,

can anyone tell me a web design mistake that would make a link perfectly
functional with the mouse but unusable with the keyboard?
I'm not at liberty to publicize the web site, but I'm trying to help
solve a problem.
When I go to this particular link, JAWS says "link images button".
Obviously the designer neglected to use an appropriate alt-text tag, but
that should not make the link non-functional with the keyboard.
I tried everything I could to make it work. I turned off the virtual
cursor, used the Applications Key or right click and then tried to open
it on the same page, on a separate page, etc., but no luck. I tried
going into the JAWS cursor and using a simulated left mouse click; no
luck. No good with a right click either. No good with double clicks
either.
I made numerous changes to my HTML settings in the configuration
manager; still no luck.
I called my wife in, and one double-click on the mouse was all it took
to activate the link. I read the source code, but it's way over my
head.

Any thoughts?
