No, the Narrator voice in Windows XP cannot be changed.  Several users have 
tried but failed in the attempt.  Things are said to be different  - a choice 
of voices - for it in Vista.

  Microsoft could have chosen for narrator, it chose the absolute worst.
  To some extent, all those engine 4 voices sound as if someone has them
  in a choke hold, but, as I recall, Mary and Mike are tolerable.
  RealSpeak represents a drastic improvement.
