I don't think there is a settings change that can improve this feature. I used to think that there was no way JAWS could be made to read the list because when the list appears, there are two areas with focus - the cursor is still in the edit area, and one item in the list is highlighted. However, the latest releases of both Window-Eyes and Hal manage to work with the feature, so it's not impossible! Maybe in the next JAWS release...
