There are two parts to the answer here. If you're in a Microsoft Office program, you can access tool bars by first hitting the alt key to activate the menu bar, then hitting ctrl-tab to the first active toolbar. Use the arrow keys to navigate that tool bar, or ctrl-tab to get to the next one. Most of what is found on the tool bar can be accessed through other means in Office programs, but some features are only available via the tool bar.

In other programs, you will need to use the JAWS cursor. You may need to try using the Auto Label Graphics feature to see if the buttons can be labeled easily. the contents of the tool bar will vary from program to program. Again, often you will not need to access it, but sometimes it is indispensable.

I see that you are being advised to hit alt-t to get to the toolbar. I know of no program where this happens. In many programs, alt-t brings up the tools menu for the program. this happens when there is a tools menu on the menu bar, as is the case in Word, Excel, Internet Explorer, Juice and many other programs. the tools menu is not the tool bar. Follow the instructions I gave above to really get to the tool bars.
