That's exactly what it meant, what I said below.  An upgrade is an
upgrade, 
and an update is an update.
Yes but thoughs terms need to be clearly defined.

A upgraid in software terms is when the version number it self before
the point changes so a upgrade is 6 to 7. A update on a program is
anything that causes the version number after the point to change so a

They are not synonyms.  They don't mean the same thing.  An update is a
free modification to the current version of the program.
No it is not.  
The version number does not stay the same and there for it is not just a
modification of the currant version.  It is a all new version and can
include features bugs fixes and new documentation.  

  An upgrade is a new

version or new release, whichever term you prefer.
All releces are new versions.  The term is defined correctly above.
