Re: Starting JAWS from the login prompt?

Maybe because Windows considers it a basic Windows utility universally accessible. Try accessing Word. But at any rate, since your desktop and hot keys are still as yet not defined for Windows in the login screen, it's no surprise that it wouldn't work there.
