I suggest Cakewalk Sonar. Works with JAWS.

      I am a singer and I would like to find a good program that would be 
useable with Jaws or any other screen reader to record separate tracks and then 
put them together.  For xample having a guitar part, then adding a base part 
then adding a drum part and so on.
