I'm confused.  I thought the reason wasn't important.  But okay, thanks. 
Never had these problems, and don't use Braille, so I had not thought of

This is to add a key to do the same thing
One reason why is for one hand use.  For some control a might be a hard
key to press.   Another reason too add another command is for Braille
users who want to be able to select all from there Braille displays.

Is this to replace or augment the usual Windows command Control A?  If
so,
why?  I missed earlier messages concerning this, and don't understand

someone would need another version of this dependable Control A command.

The subject has been changed here to reflect what the subject is about
Using jaws you can assign  select all to any key stroke you like. Just
use the keyboard manager to add another key stroke to this command and
